I'm going off of my 750 but I'm going to assume your wire color is the same.
Unplug the three yellow wires going to the stator. ( If they are not yellow they should be the same color and head to the rectifier.) Arbitrarily number the wires in your head...1, 2 and 3. Check the resistance between wire #1 & #2 going to the stator then check the resistance between #1 & #3. You can check between #2 & #3 but its redundant. According to my manual the CB750 should be around .2 ohms. However, you are really just looking for two numbers that are close to each other. If it reads infinite, then you probably had one of the wires come loose. If the wire connections are solid then the stator coil is bad.
If the stator tests out check the field coil. My wires are green and white which are the leads from the regulator. The 750's field resistance is 7.5 ohms so I would assume yours should be about the same. Again, you are really checking if you have a little resistance (good) or infinite (broke wire or bad field coil.)
If this all tests good, it may be your regulator. The original regulators on the 750's were adjustable. I've never had to adjust one but its something to keep in mind.

Okay so I checked the three yellow wires and im getting 2 out of them and out of the green and white wire im getting 6

Okay first off I would like to thank everybody for all their help with this problem. I ended up finding out that the stator wire pig tail wasn't connecting all the way. Since im using the stock wiring harness cluster and the bracket that all of it connects to it wasn't allowing the pig tail to plug in all the way. So I ended up pulling it out of the bracket and got it to clip together and now im getting a steady 13 volts and when I rev it up it will jump to 16-17 volts. So thank you all again for helping me.

The best part is you didn't have to buy anything. Let the battery get a good full charge and see if your charging voltage drops , 17 sounds a little excessive. Id hate to see it blow right under your family jewels. I'm pretty sure 15V is the max you want to see.
I'd check / clean all your regulator connections to make sure it is getting the proper voltage signal to the field coil. If it still has a high output I'd adjust it like we talked about. The instructions can be found in the link I sent above.

He dropped the battery pan down on his bike so his legs would get hit before the junk. Lol but either way it's bad

I've seen two batteries explode, well the aftermath at least. One was on an old Ford truck. The regulator went out and it was getting 19V. The guy brought it into the shop I was working at and asked if I could take a look at it because he heard a loud noise under the hood. When I lifted the hood acid was dripping off it and the battery cables were just hanging with two small chunks of what was left of the battery. The other one is when my dad left his on a charger over night and split the side coating the side of his jeep in acid. Not good for the paint for sure. The charger was SUPPOSED to shut off when the battery was fully charged....

Well if u come pick it up it's free!!! I think the forum should help eachother out as best we can and if my dumb mistake can save u 50 buck then I'm glad to help out. I send out the original ad on craigslist to bring together like minded people who would help eachother make their bikes bikes better and nicer because they too love old bikes that people gave up on and left to rot in a barn or garage. I'll help people build their bikes and when I get good at fiberglass work I'll do it for free too(as long as u supply the glass and resin and stuff to make the seat !) my time is free and anything extra I have and don't need
