I have a Honda cm200t Twinstar- When i throttle up it spits and sputters, and acts like its not getting gas, also another thing is, that in 1st it'll stick right below 20mph for a few seconds then begin to accelerate , 2nd gear just below 30 for a few seconds then begin to accelerate, 3rd gear will stick right below 40 for a few seconds then begin to accelerate. I Have no clue what the problem would be.

Hard to tell without seeing it in action, but you may have something blocking the pilot circuit in your carbs since it seems to run fine once loaded. Look at an exploded view of your carbs ( like on Honda Parts Direct) locate the pilot jet, pull it out and inspect for blockage. Clean if necessary. While you are in there verify your float heights.
